Site of the month: Institute for the Study of Conflict, Ideology and Policy

http://www.bu.edu/iscip/index.html

Chartered in 1988, ISCIP is part of Boston University. It focuses on political, ethnic and social developments in fragile areas of the world, but concentrates on the former Soviet republics. The Institute also studies the effect of western policies in these areas. The main strengths of this site are the academic weight of the source and the ability to access the two most useful sources in full-text:

Institute home page
The Institute's home page

NIS Observed - This is a full-text twice-weekly journal by ISCIP researchers, which covers developments in the newly independent states. Electronic access to issues back to volume 1 (1996) allows the opportunity to trace issues over a number of years.

Perspective - This is a bi-monthly online journal, which provides expert articles from Russian academic, government and media sources. It offers access to material back to 1991 and its scope includes political, military and ethnic issues. For example:
Strategic Arms Control: Russia Takes the Offensive SARAH K. MILLER and RICHARD MILLER vol. XI, number 2 (Nov-Dec 2000)
RHETORIC CLOUDS 'WAR ON TERRORISM' MIKHAIL ROSHCHIN vol. XII number 2 (Nov-Dec 2001)

In addition the Institute's briefing series Behind the Breaking News provides useful background information, though it doesn't appear to have been added to since 2000. Less immediately useful are lists of Lectures and Publication Series. There is no indication of how to obtain these, but by following the Database link it is possible to contact the Institute via email or telephone to investigate further.
